2025 Industrial Comprehensive Energy Efficiency Conference Successfully Held

The "2025 Industrial Comprehensive Energy Efficiency Conference" with the theme "Accelerating the Development of Zero-Carbon Parks and Promoting Digital-Intelligent Energy Conservation and Carbon Reduction" was successfully held in Wuqing District, Tianjin on November 15, 2025.

The conference was hosted by the Special Committee on Integrated Energy Systems of the China Industrial Energy Conservation and Cleaner Production Association (CIECCPA), co-organized by TBEA Technology Investment Co., Ltd. and Energy Internet Research Institute, Tsinghua University, and co-sponsored by the Department of Electrical Engineering and Applied Electronics of Tsinghua University, Tsinghua Sichuan Energy Internet Research Institute, State Key Laboratory of Operation and Control of Renewable Energy & Storage Systems, Smart Energy and Zero-Carbon Park Branch of CIECCPA, and Energy Working Committee of China Information Industry Association.

Distinguished guests attending the conference included Wang Xiaokang, President of CIECCPA; Tan Fangdong (online), Member of the US National Academy of Engineering (NAE), Vice President of IEEE, and IEEE Fellow; Liang Jianyong, Former Director of the Information Center of the National Energy Administration; Yang Jun, Deputy Chief Economist of China Energy Engineering Group Planning & Design Institute Co., Ltd. and Chairman of China Energy Smart New Technology Industry Development Co., Ltd.; Professor Kang Chongqing, Director of the Department of Electrical Engineering at Tsinghua University, Dean of Tsinghua IEI, and Dean of Tsinghua Sichuan Energy Internet Research Institute; Wang Yongjie, President of the Energy Working Committee of China Information Industry Association; Ren Yujie, Deputy Secretary-General of CIECCPA; and Zhao Jing, Vice President of TBEA Co., Ltd. More than 140 participants attended, including renowned industry experts and scholars, representatives of association member units, industrial enterprises and institutions, and media representatives. The conference was live-streamed on platforms such as the WeChat Channels of Tsinghua IEI and Tsinghua Sichuan Energy Internet Research Institute, attracting over 3,500 online viewers. The conference was hosted by Sun Kai, Deputy Director of the Special Committee on Integrated Energy Systems of CIECCPA and Deputy Director of the Department of Electrical Engineering at Tsinghua University.

Conference Site

Wang Xiaokang, President of CIECCPA, extended a warm welcome to the experts and entrepreneurs in attendance. In his speech, he pointed out that the conference theme is highly aligned with the green transformation content in the 15th Five-Year Plan recommendations. Currently, industrial energy consumption accounts for more than 60% of the total social energy consumption, making the improvement of comprehensive energy efficiency of great significance. He emphasized that industrial comprehensive energy efficiency is a systematic value-oriented energy concept, having shifted from single-point energy conservation to overall collaborative optimization, covering four dimensions: technology, systems, management, and structure. It is the core path to realize the high-quality green and low-carbon development of industry. CIECCPA has promoted the construction of zero-carbon demonstration projects in more than 200 parks, authorized multiple evaluation service institutions, and some parks have achieved an energy efficiency increase of more than 20%. In the future, the association will focus on three key directions: standard leadership, technology integration, and collaborative ecology, and work with all parties to support the systematic restructuring of the industrial energy system.

President Wang Xiaokang

Professor Kang Chongqing, Director of the Department of Electrical Engineering at Tsinghua University, Dean of Tsinghua IEI, and Dean of Tsinghua Sichuan Energy Internet Research Institute, noted in his speech that with the rapid growth of new loads such as data centers, China's projected total social electricity consumption by 2060 has been revised up from the original 15 trillion kilowatt-hours to 18-22 trillion kilowatt-hours. Effectively controlling electricity demand can be achieved by reducing the PUE (Power Usage Effectiveness) of data centers and applying digital-intelligent energy-saving technologies. He emphasized that zero-carbon parks, as key carriers, can realize precise energy matching and dual control of carbon emissions through the in-depth integration of multi-energy collaboration and digital-intelligent technologies. The Tsinghua University team is conducting research on key technologies such as zero-carbon park system planning and industrial microgrids to provide support for promoting the green transformation of industry.

Professor Kang Chongqing

In the keynote report session, Tan Fangdong, Member of the US NAE, Vice President of IEEE, and IEEE Fellow, delivered an online keynote speech titled "Marching Towards Full Electrification: Ultra-Fast Charging Technology and Wide-Coverage Infrastructure". He pointed out that transportation electrification is one of the key paths to achieve zero-carbon goals. He stated that electric vehicles have made significant breakthroughs in drive systems, battery technology, and manufacturing costs, and the cost-performance ratio of all-electric vehicles has surpassed that of traditional fuel-powered vehicles, indicating a clear revolutionary trend. To address charging anxiety, it is necessary to adopt a diversified solution combining home charging, public ultra-fast charging, and integrated photovoltaic-storage-charging microgrid charging stations. He emphasized that microgrids are the core unit for building a flexible and controllable new power system. Looking ahead, after basically overcoming the electrification of passenger cars, the focus will shift to the electrification of medium and heavy-duty trucks, short-haul aircraft, ships, and other fields, ultimately promoting the entire transportation system towards a zero-carbon future.

Academician Tan Fangdong

Liang Jianyong, Former Director of the Information Center of the National Energy Administration, delivered a keynote speech titled "'AI +' Reshapes the New Paradigm of Zero-Carbon Park Construction, and the 'Smart Brain' Reconstructs a New Ecosystem for Energy Conservation and Carbon Reduction". He believed that zero-carbon parks, as the core carriers for implementing the "dual carbon" goals, are ushering in a new "AI +" paradigm in their construction. He emphasized that the national level has formed a complete policy system consisting of top-level design, special deployment, and standard support, clearly integrating artificial intelligence into energy production, carbon management, and other links. Practice has shown that AI technology has achieved remarkable results in wind and solar power forecasting, source-grid-load-storage coordination, dynamic carbon accounting, etc., helping pilot parks in China increase energy efficiency by 12%-18% and reduce carbon emissions by 15%-40%. In the future, China will further improve the development system of standard leadership, technical support, and market incentives to promote zero-carbon parks to move towards the stage of autonomous evolution.

Director Liang Jianyong

Yang Jun, Deputy Chief Economist of China Energy Engineering Group Planning & Design Institute Co., Ltd. and Chairman of China Energy Smart New Technology Industry Development Co., Ltd., delivered a keynote speech titled "Policy-Driven and Digital-Intelligent Empowered: Ideas for Zero-Carbon Park Planning and Construction and Innovative Applications of Digital-Intelligent Tools". He pointed out that the national level has clarified the core indicators and key tasks of zero-carbon parks, and supported them with key policies such as direct supply of green electricity and price mechanisms. Currently, only a few parks have the basic conditions to build national-level zero-carbon parks, and the promotion should be carried out in a step-by-step manner. He proposed a four-step planning method: "survey-analysis-scheme-platform", and emphasized that economic feasibility is the premise for sustainable development. Finally, he introduced the independently developed digital-intelligent tools by China Energy Engineering Group Planning & Design Institute Co., Ltd., such as the integrated source-grid-load-storage simulation system and smart control system. These tools have been successfully applied in multiple projects, effectively improving the absorption level of new energy and operational efficiency.

Deputy Chief Economist Yang Jun

In the Annual Achievements Release Session, Wang Zhen, Deputy Group Leader of the Beijing Working Group of China Southern Power Grid Integrated Energy Co., Ltd., released the "Overall Solution for Zero-Carbon Parks of China Southern Power Grid Energy Under the New Energy System". He pointed out that more than 40,000 parks nationwide contribute 80% of China's GDP and 60% of the total energy consumption. Building zero-carbon parks is crucial for promoting industrial upgrading and responding to international green trade rules. He emphasized that the promotion should be carried out in light of local conditions, focusing on energy structure transformation and energy efficiency improvement. The released product system covers core contents such as multi-energy collaboration systems, in-depth energy-saving solutions, and energy-carbon digital platforms. It has achieved remarkable results in projects such as the China Southern Power Grid Headquarters Base and Tianjin Lishen Battery Park, providing replicable zero-carbon practice paths for different scenarios.

Deputy Group Leader Wang Zhen

In the technical solution and industrial practice sharing session, Xu Jifu, Director of TBEA (Tianjin) Smart Energy Management Co., Ltd.; Hou Xiaochao, Distinguished Expert of Dahang Youneng Electric Co., Ltd.; Bi Minqiang, Marketing Director of Cloud Storage New Energy Co., Ltd.; and Pan Zhaoguang, Technical Director of Beijing Qingyuan Smart Technology Co., Ltd., delivered speeches respectively titled "TBEA's Overall Solution and Development Practice for Zero-Carbon Parks", "Key Technology R&D of 'Photovoltaic-Storage-Charging-Hydrogen' Multi-Coupled Microgrid System for Urban Park-Level Energy Supply", "Power Source Energy Information Processing Technology and Its Application in Zero-Carbon Parks", and "Key Technologies and Application Cases of Smart Energy in Zero-Carbon Parks". They introduced a number of demonstration successful cases and valuable experiences from different perspectives.

The conference received widespread attention and unanimous praise from the industry. Its holding built broad consensus and clarified practical paths for the construction and low-carbon development of zero-carbon parks, injecting strong momentum into nurturing new quality productive forces and promoting the high-quality development of industry!
