News | Professor Chongqing Kang Wins the IEEE PES Roy Billinton Power System Reliability Award

    The IEEE Power and Energy Society (PES) recently announced the 2021 PES Society-Level Awards. Professor Chongqing Kang, Chair of the Department of Electrical Engineering and Director of Energy Internet Research Institute of Tsinghua University, was awarded the IEEE PES Roy Billinton Power System Reliability Award "for contribution to power system reliability analysis and enhancement under high renewable energy penetration”.

    Reliability is one of the key aspects in power system planning and operation, and the power system reliability analysis under high renewable energy penetration poses enormous challenges. Professor Chongqing Kang developed the sequence operation theory many years ago, which systematically defined the basic operations of random variables, and was widely applied in the uncertainty modeling and analysis of power systems. He carried out extensive theoretical research and engineering practice in assessing the reliability of renewable energy capacity on the power generation side, analyzing the reliability of power generation and distribution systems, forecasting probabilistic load on the demand side, improving power system reliability with integrated energy systems, and making important contributions. In 2016, Professor Chongqing Kang led the program on "Basic Theory of Power System Planning and Operation under High Renewable Energy Penetration" under the major national R&D project "Smart Grid Technology and Equipment", and proposed a series of fundamental theories and methods for planning, operating and analyzing the power system reliability under high renewable energy penetration, and developed a range of software platforms for power system operation simulation and planning optimization. Meanwhile, he served as the convener of the working group on Optimal Power System Planning Under Growing Uncertainty at the CIGRE SC C1.39, and organized 28 experts from 17 countries to write and publish a technical report on the theory and method for addressing challenges under highly renewable energy penetration after 4 years of unremitting efforts. This Award is a high recognition of Professor Chongqing Kang by IEEE PES for his achievements and contributions.


    It is reported that Professor Chongqing Kang is the first recipient of the Power System Reliability Award from Mainland China since its inception, and also the youngest one.

About the Winner



    Professor Chongqing Kang serves as the Chair of the Department of Electrical Engineering, and Director of the Energy Internet Research Institute of Tsinghua University, the Sichuan Energy Internet Research Institute and the Tsinghua University-State Grid "New Generation Power System" Joint Research Institute. His research interests include power system planning and reliability, power system dispatching and operation, renewable energy sources, low-carbon power technologies, load forecasting, and energy Internet. He is a Winner of the National Science Fund for Distinguished Young Scholars, a leading talent in technological innovation under the National "Ten Thousand Talents Plan", an IEEE Fellow, and an IET Fellow. He has led several major national research and development projects, as well as major international cooperation projects sponsored by the National Natural Science Foundation or supported by joint funds. He serves as the Deputy Secretary General of the Chinese Society for Electrical Engineering, Chairman of the Education and Youth Committee, Vice Chairman of the International Cooperation Committee, Vice Chairman of the Special Committee of Electrical Engineering and Mathematics, and Vice Chairman of the Beijing Electrical Engineering Society. He is or has been the editor-in-chief of the International SCI journal “International Transactions on Electrical Energy Systems” and a member of the editorial boards of many domestic and foreign journals. He is a member of the CIGRE SC C1 Strategic Advisory Committee and Chairman of the Power System Development and Economics (C1) Special Committee of CIGRE China National Committee. He is also a member of the IEEE PES Long Range Planning Committee and the IEEE PES Fellow Nomination Resources Committee. He has published 5 books in Chinese and English, more than 300 papers (including more than 100 papers in the IEEE Transactions), and has been selected as one of the Chinese Most Cited Researchers by Elsevier from 2017 to 2020. He was awarded the 2018 China Electric Power Science and Technology Outstanding Contribution Award.


About the Power System Reliability Award

    The IEEE PES Society-level Award of the Year is one of the highest honors in the international power system scholarship. The Power System Reliability Award is selected globally and presented at the banquet of the IEEE PES General Meeting. The IEEE PES Roy Billinton Power System Reliability Award was established in honor of Professor Roy Billinton, a pioneer in the power system reliability theory, a Fellow of the Royal Society of Canada, a CAE Fellow, an international member of NAE, and IEEE Life Fellow. The award primarily recognizes outstanding individuals who have made significant contributions to power system reliability in the power science and engineering on an international scale.
