The 2021 Global Energy Transition High-Level Forum was held in Beijing on September 25, 2021. The forum was sponsored by the Beijing Municipal People’s Government and the Development Research Center of The State Council (DRC), and supported by Tsinghua University and other organizations. Jining Chen, Mayor of Beijing, inaugurated the forum and gave a speech. Yong Yin, Vice Mayor of Beijing, chaired the opening ceremony. Jiandang Ma, Secretary of the Party Leadership Group of DRC of The State Council, Runqiu Huang, Minister of Ecology and Environment, Jianhua Zhang, Director of the National Energy Administration, and Yinbiao Shu, Chairman of China Huaneng Group also attended the meeting and spoke at the forum. Dr. Fatih Birol, Director of the International Energy Agency (IEA) and other prominent international figures joined the forum online. The forum featured lectures by renowned experts such as Chongqing Kang, Director of the Energy Internet Research Institute of Tsinghua University, and Ping Guo, Vice Chairman of Huawei Technologies Co., Ltd. Several international organizations participated in the forum, such as the United Nations Development Programme (UNDP), the United Nations Environment Programme (UNEP), the World Bank (WB), the European Commission (EC), the World Energy Council (WEC) and IEA.

The forum focused on the theme of “Innovation-driven Energy Low-carbon Transformation to Assist Carbon Peaking and Carbon Neutrality”, and discussed topics such as energy economy development, carbon peaking and carbon neutrality, climate change mitigation and global cooperation. Professor Chongqing Kang, Director of the Energy Internet Research Institute of Tsinghua University, delivered a speech on "Power Grid System Transformation from a Carbon Perspective” at the forum, explaining new ideas and changes in power grid system transformation in light of the “carbon peaking and carbon neutrality” goals. He stressed that the low-carbon transformation of the power grid system is crucial for achieving this goal. He also highlighted the need to build a new power grid system based on new energy sources, improve energy efficiencies, and increase electrification in end-use energy consumption. The lecture emphasized the development of basic theories and methods for analyzing and optimizing carbon emissions of power grid systems from a “carbon perspective”, as well as the analysis of carbon dynamics using the power grid system analysis method based on the electricity-carbon coupling concept. On the one hand, a carbon emission measurement system should be established for power grid systems from a carbon perspective. On the other hand, the synergistic mechanism and solution of the strategies, technologies and market for the low-carbon transformation of power grid systems should be explored for achieving the “carbon peaking and carbon neutrality” goals. Lastly, Professor Chongqing Kang succinctly summarized the new thinking and changes for power grid system transformation from a carbon perspective with eight phrases starting with carbon, namely “carbon measurement and tracking, carbon planning and trajectory, carbon reduction and optimization, carbon market and trading". This attracted a lot of attention from the participants.

The forum published the research achievement on “Progress Report on China's Energy Revolution – Energy Technology Revolution (2021)”(hereinafter referred to as the Report), which was jointly authored by the Development Research Center of the State Council, the Energy Internet Research Institute of Tsinghua University, Huawei Technologies Co., Ltd. The report provides a comprehensive overview of the remarkable achievements of the energy technology revolution during the "13th Five-Year Plan" period, identifies the scientific challenges and technical hurdles for achieving low-carbon transformation in the energy sector, and anticipates the future direction of the energy technology revolution. The authors expressed their special gratitude to the Energy Internet Research Institute of Tsinghua University and Professor Chongqing Kang for their strong support in preparing the report. The book also contains an English version of the report to enable international dissemination and offer a useful reference for energy professionals.
