The “2023 Industrial Integrated Energy Efficiency Conference” was held at the Xijiao Hotel Beijing on August 15, 2023, the first National Ecology Day. The conference was a platform to exchange ideas and experiences on how to improve the integrated energy efficiency and carbon efficiency of industry, and optimize the energy resource allocation, in line with the major decisions and plans of the Party Central Committee and The State Council. The conference was hosted by the Energy Internet Research Institute of Tsinghua University and China Industrial Energy Conservation and Cleaner Production Association (CIECCPA), and organized by two committees of CIECCPA - Integrated Energy Systems Committee and Industrial Carbon Efficiency Committee - as well as China Energy Internet Alliance (CEIA). In addition, three institutes of Tsinghua University - Institute for Governance Studies, Department of Electrical Engineering, and Sichuan Energy Internet Research Institute - co-organized the conference. The theme of the conference was "Industrial Energy Conservation and Low-carbon Development Path in the Context of the Construction of a New Energy System".
The conference was attended by many distinguished guests, including Guobiao Gu, Academician of the Chinese Academy of Engineering and Honorary Chairman of the CIECCPA Integrated Energy Systems Committee, Minggao Ouyang, Academician of the Chinese Academy of Sciences and Honorary Chairman of CIECCPA Integrated Energy Systems Committee, Kun Zhang from MIIT Department of Energy Conservation and Resources Utilization, Jia Liu, Deputy Director of the Third Special Division of MIIT Industry Development and Promotion Center, Hui Zhi, Secretary General of CIECCPA, Jiping Zhang, Deputy Secretary General of CIECCPA, Chongqing Kang, Chairman of CIECCPA Integrated Energy Systems Committee, Chair of the Department of Electrical Engineering and Director of the Energy Internet Research Institute and the Sichuan Energy Internet Research Institute of Tsinghua University, Jinsong Liu, Chairman of CIECCPA Industrial Carbon Efficiency Committee and Head of the New Energy Cloud Project of the State Grid, and Wensheng Gao, Executive Deputy Director of the Energy Internet Research Institute of Tsinghua University and Secretary General of CEIA. More than 300 people also attended the conference, including renowned experts and scholars in the industry, representatives of association members, representatives from enterprises and institutions in the industry, and media representatives. The conference was live-streamed by four platforms – the video channel of Energy Internet Research Institute of Tsinghua University, the video channel of Proceedings of the CSEE, the video channel of BJX.com.cn, and the KouShare - with over 14,000 online participants. At the Conference
On behalf of Xiaokang Wang, the President of CIECCPA, Hui Zhi, Secretary General of CIECCPA, welcomed the representative experts and entrepreneurs who attended the meeting. In his speech, he said that as China was entering a new stage of high-quality development that required industrial energy conservation and efficiency improvement efforts to shift towards low-carbon energy, systematic energy conservation process, and granular management. He stressed that to better meet the requirements of the 20th National Congress of the Communist Party of China on promoting green, low-carbon and high-quality development, and to implement the new goals, tasks and ideas of industrial green, low-carbon and high-quality development, efforts should be made to improve industrial integrated energy efficiency and carbon efficiency, optimize the industrial energy use structure, and to promote the electrification and low carbonization of energy use by coordinating the use of different energy sources, such as fossil energy and renewable energy, and actively building a multi-energy, highly efficient and complementary industrial energy structure. He urged the participants to jointly build an association platform, actively join the general trend of carbon peaking and carbon neutrality, and establish long-term and close cooperation in various aspects, such as scientific and technological innovation, technology promotion, standard formulation, carbon peaking and carbon neutrality efforts, financial services, etc., and contribute to promoting the green, low-carbon and high-quality development of industrial enterprises.

Ms. Jia Liu, Deputy Director of the Third Special Division of MIIT Industry Development and Promotion Center, emphasized in her speech that enhancing industrial-integrated energy efficiency was a critical aspect of China’s high-quality economic development. She noted that the advent of new technologies, particularly renewable energy and digital technology, had redefined industrial energy conservation and the improvement of industrial integrated energy efficiency. She underscored the importance of maintaining strategic resolve, embracing tactical adaptability and scientific approaches, courageously leading at the cutting edge, pursuing the right development trajectory, and collectively striving for technology-driven industrial progress.

Guobiao Gu, Academician of the Chinese Academy of Engineering and Honorary Chairman of CIECCPA Integrated Energy Systems Committee, highlighted in his speech that industry was a key sector of China’s national economy, as well as a major source of energy consumption, and carbon emissions. He said that reducing emissions and saving energy were 2 major challenges for China's industrial development, which required integrating energy efficiency and technology development, pooling resources, and achieving common progress.

In his speech, Wensheng Gao, Executive Deputy Director of the Energy Internet Research Institute of Tsinghua University (the Institute) and Secretary General of CEIA, expressed his sincere gratitude to the experts who had supported the Institute over the years. He pointed out that industry was a key sector of China’s national economy as well as a major source of energy consumption and carbon emissions. He stated that the Institute had been working on improving industrial integrated energy efficiency, and its Think Tank research team had undertaken the project " Research on the Development Path of Industrial Green Microgrid for Energy Efficiency Improvement ", commissioned by the Department of Energy Conservation and Resources Utilization and the Industry Development and Promotion Center of MIIT. The project broadened the concept of industrial green microgrid to include "integrated energy system", and proposed an implementation plan, a development path and policy recommendations for green microgrid in oilfields, steel plants, and electrolytic aluminium plants. The project also provided references to clarify the development potential and path of industrial green microgrid, and to promote the advancement of the industry. He hoped that the conference could serve as a platform for guests to have extensive exchanges and in-depth discussions, and to contribute to enhancing industrial integrated energy efficiency.

Academician Ouyang delivered a keynote speech on "New Energy Power and New Energy Electric Power – Outlook for Interactive Smart Energy System of EV”. He outlined the promising potential for the integration and development of new energy vehicles and new power systems in light of the goals of carbon peaking and carbon neutrality, and offered insights for the relevant work.

In his keynote speech titled “Practices for New Energy Cloud Service to Enable Green Development and Carbon Peaking and Carbon Neutrality”, Jinsong Liu, Chairman of CIECCPA Industrial Carbon Efficiency Committee and Head of the New Energy Cloud Project of the State Grid, said that the New Energy Cloud would play a vital role in increasing the share of renewable energy consumption and building a new power system.

In his speech on "Exploration of Energy Saving Approaches in Metallurgy Field in the Context of Carbon Peaking and Carbon Neutrality", Chengsheng Wang, Head of the Power Electronic Technology Center of Automation Research and Design Institute of Metallurgical Industry, Professor of Engineering and doctoral supervisor, shared the specific practices of energy conservation and carbon reduction in the metallurgy field, as well as the future trend of short process steelmaking (electric furnace) and hydrogen metallurgy.

It was aimed to showcase the latest practices and technologies that could help achieve green and low-carbon transformation of energy use. Yanhui Gu, Chief Engineer of Zero Carbon Smart Energy Storage of Goldwind Science & Technology Co., Ltd., discussed the “Exploration and Practice on Promoting Green Low-carbon Transformation of Load side Energy Consumption”. Zhiyong Zhao, General Manager of Energy Saving BU of Beijing BOE Energy Technology Co., Ltd., member of Expert Database of Beijing Science and Technology Commission and Beijing Energy Conservation and Environmental Protection Center, China Energy Conservation Association Council Member, and Vice Chairman of China Energy and Environmental Service Industry Alliance, presented the "Implementation Path of BOE Zero Carbon Smart Factory". Peng Lu, Business Director of Smart Microgrid New Business Development Department of Delta Greentech (China) Co., Ltd., analyzed the “Analysis of Application Value of Industrial and Commercial Energy Storage”. Session 1 on "Industrial Green Microgrid and Integrated Energy System" was held on the afternoon of August 15, 2023, by the CIECCPA Integrated Energy Systems Committee and CEIA. Kun Zhang from MIIT Department of Energy Conservation and Resources Utilization, and Jia Liu, Deputy Director of the Third Special Division of MIIT Industry Development and Promotion Center, each announced the expectations and vision of MIIT Department of Energy Conservation and Resources Utilization for industrial green microgrid-related work. Kai Sun and Jing Dai, Secretary General and Executive Secretary General of CIECCPA Integrated Energy Systems Committee, chaired the session.
Yongzhen Wang, Associate Professor of Beijing Institute of Technology, delivered a speech on “Energy Efficiency Evolution of China’s Energy System and Key Technologies for Integrated Smart Energy”. Xiaochao Hou, Distinguished Associate Professor of Central South University, discussed the “Self-Organized Control of Series-Parallel Distributed Energy and Microgrid Autonomous Operation”. Zhiyuan Jing, microgrid expert of Daqing Oilfield of CNPC, and Qingbo Kang, renewable energy expert from PetroChina Huabei Oilfield Company, presented their speeches on “Daqing Oilfield Intelligent Micro-grid” and "Ideas and Progress of Distributed Smart Grid Construction in Huabei Oilfield ".The participants had in-depth exchanges and discussions on the opportunities, challenges and implementation paths for the industrial green microgrid.

Session 2 on "Carbon Productivity Evolution" was hosted by CIECCPA Industrial Carbon Efficiency Committee and the State Grid New Energy Cloud Carbon Neutrality Innovation Center, and organized by Management Committee of Ningdong Energy Chemical Industry Base. The session was chaired by Hanyun Wang, Secretary General of CIECCPA Industrial Carbon Efficiency Committee.
Haibin Wan, Senior Commissioner of the Global Energy Interconnection Development and Cooperation Organization delivered a speech on “Key Technologies for Low-carbon Transformation of Urban Energy Systems”. Shengbo Feng, Head of the Energy System Analysis and Research Center of NDRC Energy Research Institute, discussed the “Path from Dual Control of Energy Consumption to Dual Control of Carbon Emissions”. Ling Lin, Director of the Branch of Resource and Environment of the China National Institute of Standardization (CNIS), presented her speech on “Supporting Ecological Civilization Construction and Green Development with Standardization and Innovation”. Huijun Wang, Deputy General Manager of China Beijing Green Exchange, spoke about the “National Certified Voluntary Emission Reduction Market Promoting Carbon Productivity”.

The session featured various content and activities, such as the announcement of the “Guidelines for Creating Zero-carbon Factories and Zero-carbon Parks” and a new book “Study on German Energy Decarbonization Practice”, the signing ceremony for cooperation between CIECCPA and Ningdong New Energy Co., Ltd., the unveiling of the New Energy Cloud (Management Committee of Ningdong) Carbon Neutrality Innovation Center and the Incubation Center of the Carbon Emission Dual Control Industrial Park, and the launching ceremony of the “GE 100%”. The session also included two round-table dialogues on “Carbon Productivity - New Energy Trend” and “Carbon Productivity - Global Ecological Civilization Governance”.
