On November 23, 2025, at the closing ceremony of the Future Science City Energy Valley High-Quality Development Conference and the 2025 Energy Transition Conference in Changping District, Beijing, the Future Science City Energy and Carbon Monitoring & Management Platform was officially launched. Led by the Future Science City Administrative Committee, with technical support from the Department of Electrical Engineering, Tsinghua University, the platform was co-developed by the technology company under Future Science City Group and Beijing Xiqing Energy Technology Co., Ltd. Liu Qiang, Member of the Standing Committee of the Changping District Party Committee and Deputy District Mayor, Kang Chongqing, Dean of the Department of Electrical Engineering, Tsinghua University, Dean of Tsinghua University Energy Internet Research Institute, and President of Tsinghua Sichuan Energy Internet Research Institute, and other guests jointly pressed the launch button.

Adhering to the national "dual carbon" strategy requirements, the platform leverages the "carbon emission flow theory" and core algorithms of "carbon monitoring via electricity data" and "energy monitoring via electricity data" proposed by the Department of Electrical Engineering, Tsinghua University and Tsinghua Sichuan Energy Internet Research Institute, realizing precise carbon emission perception and scientific management. As a domestic pioneer in the government-side regional "carbon meter-terminal-system" application model, the platform focuses on regional green development, constructing a regional energy and carbon monitoring & management system that achieves panoramic presentation of energy and carbon data and intuitive insight into trends. It provides a reliable data foundation for the comprehensive transformation from regional energy consumption dual control to carbon emission dual control, supports government supervision of energy consumption and carbon emissions of energy-using units, and helps Future Science City achieve its "dual carbon" goals.

At the critical juncture of the national "dual carbon" strategy advancement and the transition between the 14th and 15th Five-Year Plans, the Future Science City Energy and Carbon Monitoring & Management Platform serves as a key initiative for Future Science City to implement the national "dual carbon" strategy and the carbon peaking action plans of Beijing Municipality and Changping District. It has established a "four-in-one" functional system integrating "monitoring, supervision, regulation, and statistics". On the government supervision side, it offers core functions including panoramic monitoring of regional energy and carbon, energy and carbon profiles of key buildings, dynamic tracking of enterprise carbon emissions, thematic analysis of low-carbon projects, and strategic research via the "dual carbon dashboard", complemented by a leadership cockpit large-screen display system to realize "full-region overview on one screen and real-time situation grasp with one click". On the market entity side, it opens standardized data reporting portals and intelligent collection interfaces for building operators and enterprise users, effectively breaking data silos and reducing access costs. After commissioning, the platform will significantly enhance the digital, intelligent, and refined management capabilities of government departments over carbon emission data, providing scientific basis and decision support for regional online carbon emission monitoring, trend analysis, and policy formulation.
